Clinch River Breeder Reactor Project

Dear Mr. Palladino:

The purpose of this letter is to urge you to approve the request of the Department of Energy to accelerate site preparation activities for the Clinch River Breeder Reactor Project.

The activities to be carried on at the site under this accelerated program would not violate your environmental or safety programs and would be a definite plus for the future of this country.

We have been sitting by for several years, watching the rest of the world go forward with nuclear breeder reactor technology, and in my opinion, it is time for this country to start moving again in this direction.

We also support the ultimate completion of the Clinch River Project and have good reasons for our position, but I will not go into those reasons here, since the issue at hand is not to make a final determination on licensing the project, but to allow acceleration of site preparation activities.

Please help us in our quest for improved nuclear technology by allowing this project to proceed with all haste.

Furthero I urge your Commission to approve this project.

Permit me to introduce myself to you.

My name is Charles A.

Carlsson and I am employed as Corporate Safety Director for a large multi-national company in the north-east.

The company has sales exceeding two billion dollars and employs in excess of 20,000 people wor'id-wide.

As a private citizen with broad corporate responsibility employees and customers, I believe for the safety of people r it is vital and critical we continue to explore the use of nuclear energy for peaceful use.

Much has been said by the negators about nuclear energy.

Their scare tactics are well-known ando in my opinion, disgusting.

To provide for the future growth of our nation and quality life conditions, it is important to explore and exploit for the benefit of people all forms of energy.

In no way should nuclear energy be deleted from the list.

The Clinch River Project has great potential for providing much benefit.

As stated earlier, I believe it is in the best interests of all to proceed with the project.

Dear Chairman Palladino:

Recently the Department of Energy requested permission from the Nuclear Regulatory Commission to accelerate site preparation activities for the Clinch River Breeder Reactor Project.

Montana-Dakota Utiliites Co. supports this request and would urge the Nuclear Regulatory Commission to approve the request in order that the project can be completed as soon as possible.

It is imperative that the Clinch Piver Breeder Reactor Project be expeditiously completed in order to provide our country with an adequate power supply and to lengthen the life of U.S.

uranium resources.

The project has received Congressional support and the President is also supporting early completion of the project.

The utility industry has demonstrated its support of the Breeder Reactor Project by releasing $22 million for the project.

It has been demonstrated by other countries that the Breeder Reactor program is both feasible and important to their national energy policy.

Their breeder reactor programs are highly advanced and have resulted in completed projects or nearing completion.

We feel confident that the Clinch River Breeder Reactor can demonstrate the safety, economics, reliability and environmental compatibility of such reactors on the utility power supply systems.

It is critically important that the construction of the breeder reactor begin as soon as possible to prevent additional cost penalties as a result of further delays.

Again, we would urge that your Commission immediately approve the request to begin site preparation activities for the Clinch River Breeder Reactor Project.

The use of coal and oil have their safety and environmental problems with acid rain or oil spills, but are testing and progressing. We want the same for the Clinch River Project.
