ACCELERATED SITE PREPARATION CLINCH RIVER BREEDER REACTOR PROJECT The Department of Energy has again requested the Commission to accelerate site' preparation activities for the C! inch River Breeder Reactor Project. Approval of this request is' in the best national interest. As pointed out by President Reagan in his October 8,1981, statement, comple-tion of this project is essential to ensure our preparedness for longer-term nuclear power needs.
Accelerated site preparation may, by regulations, proceed in parallel with environmental hearings, since all elements of the NRC safety and environmental hearing processes are preserved, all proposed activities can be redressed, and no reasonable alternatives are foreclosed.
For more than a decade the Congress has supported the project and has consistently provided for its funding, demonstrating their clear intent to assure its timely completion.
Commission approval of this request for accelerated site preparation will help hasten the move toward energy independence, and is strongly. recom-mended.

I would like to take a moment of your time to express my personal concern about the Clinch River Fast Breeder project. My understanding is that current 1y the request is before NRC asking for site preparation approval.
I believe the approval of this request is very important to the long term health of the United States' energy program. Having watched this program carefully for many years, I am absolutely convinced that reviewing and re-reviewing the program, which ultimately translates into actual time delays, has cost the American taxpayer millions and millions of dollars while all the time the need for power producing fast breeder reaqtor demonstration has not changed at all.
Over time many questions have been brought up concerning the Clinch River project validity and safety. I strongly believe at this time that those questions are invalid in comparison to the need for a strong U.S. program in this area. As I know you are quite aware, these programs take many years in order to completely enjoy the benefits of the results.
Notwithstanding the serious financial considerations of a delay, the essential research will be further delayed by a negative response to the early site preparation.
I would like to thank you for your time in reviewing my position in this matter and trust that you will react favorably to the request before NRC.

To limit this dark age to the '70's I strongly urge -- no demand -- that our government get on with the task so that my grandchildren and their children will enjoy the luxury of life you and I enjoy.
We have to recognize the vocal minority for what it is, a minority!
Engineers and scientists stand ready to make the CRBRP a reality.
The U.S.
Congress and the NRC should do everything possible to support their efforts.
Congress is doing their job, how about the NRC?

As a long time supporter of nuclear power and a consumer, I would like to go on record as a supporter of the Clinch River Fast Breeder Reactor.
I understand that that the Department of Energy has requested permission to speed up site preparation activities for the Clinch River Project, and I would like to add my small voice in support of that request.
I feel terribly frustrated when I see France as the current leader in Nuclear Technology and the United States falling further behind every day.
When an opportunity exists to accelerate a time schedule on such an important project without risk we should seize on it.
Please give favorable consideration to DOE's request.

on behalf of the Consolidated Edison Co. of New York I recommend that the Commission carefully consider and favorably act on the proposal of the Department of Energy to accelerate-site prepara-tion activities for the Clinch River Breeder Reactor Plant Pro-ject (CRBRP).
The overriding reason for this request is our firm conviction that the earliest possible completion of the CRBRP is in our country's best interest.
It is our further understanding that accelerated site preparation would not in any way jeopardize or prejudice the completion of the full range of environmental and safety hearings and would be undertaken in accord with all applic-able Federal Regulations.
Such a course of action would also yield millions of dollars per year in total project savings to-the taxpayer in reduced escalation and interest costs.
This nation's electric power generation from uranium fueled-plants recently surpassed that of either hydroelectric or oil-fired generating stations.
Next to coal, uranium is our most important source of electric power.
Our limited uranium supply can, by means of'the breeder reactor, supply our power needs for centuries, rather than years.
It appears self-evident that the United States, where the breeder reactor was first developed, should begin to re-establish that leadership, which has unfortunately slipped away in recent. years, l
by proceeding with early site preparation activities at CRBRP.

N The purpose of this letter is to indicate to you and other members of the Commission tnat I am one of the many staunch supporters of the Clinch River Breeder Reactor (CRBR) and I strongly believe it to be the next step in energy independence.
Even though the commercial breeder reactor may not be a dire necessity during this century, the CRBR is needed as a building block if the commercialization of the breeder concept is to be realized at the turn of the century.
I understand that the Department of Energy has submitted a request to you for accelerated site preparation under Title 10 Code of Federal Regulations 50.12.
My understanding relative to this request is that, if granted, it would permit non-safety-related activities to commence in parallel with the environmental hearings.
I favor the Nuclear Regulatory commission granting this approval for the following reasons:
o It would expedite the CRBR program at a savings of several million dollars to tne American taxpayer.

Since all activities permitted under 10 CFR 50.12 are redressable, the l
approval of such a request does not preclude reasonable alternatives for site use in the event the construction permit and/or operating license were not issued.
o An approval of this request would support the' timely completion of breeder technology programs and improve our position in the world's nuclear technology research and development programs.
I sincerely hope that judgments on this request are based on technical merits instead of the political influence.

I understand that the Department of Energy has requested permission of the Nuclear Regulatory Commission to accelerate site preparation for the Clinch River Project. I want you to know that I support the acceleration of the site preparation as requested by DOE.
This project is the most important energy program which the United States is building. The acceleration of site work would not interfere with the NRC's safety, environmental and hearings process and wduld not eliminate any other uses for this site, including restoration if necessary.
In addition, I know that non-safety related activities may proceed in parallel with the environmental hearings as stated in the Federal Regulations.

The rural electric cooperatives in Pennsylvania as well as around the nation have supported the con-cept of the Clinch River Project for a long time.
We are pleased that DOE is trying to hasten site preparation in order to try and pick up some of the lost time on the project which this nation can ill afford.

I write in support of the Department of Energy's request for accelerated site preparation for the Clinch River Project.
It is particularly galling to read in the media that the Project is asking for special treatment, that by granting the request, the NRC would be letting the Project "get away with something."
As you know well, this is not true.
The Project would still be subject to all NRC regulations, and all review processes would still be carried out before plant construction.
The only "special treatment" the Project has received has been in the form of externally imposed delays -- delays, I might add, that resulted in cost increases beyond the authority of the Project's management to control.
What is to be gained from further delay?
More cost increases?
The design of the Clinch River Plant is virtually complete, certainly far more complete than is usual before plant construction begins.
The Project has kept abreast of developments both here and abroad, and has managed to stay on top of rapidly shifting regulatory requirements.
The details of the design have always been available to the public -- this includes the intervenors.
If they need more time for review, they obviously haven't paid much attention over the past few years.
Could this be another delaying tactic?
Let's get on with the Project.
The country needs the insur-ance it will provide against future. energy shortages.
I urge the NRC to approve the DOE request for early site preparation, and to begin the environmental hearings on schedule, so that once construc-tion begins, the Project can be completed efficiently, without further interruption.

It has come to my attention that on July 1 the Department of Energy requested permission of the Nuclear Regulatory Commission to acccelerate site preparation activities for the Clinch River Project.
As a citizen of the United States, I f eel very strongly that the country must take all steps necessary to ensure our long-term energy supply, and to do this in the most efficient and economic manner possible.
As you are aware, in his October 1981 nuclear policy statement, President Reagan reaffirmed his belief that our preparedness for long-term nuclear power needs would be ensured by the expeditious completion of the Clinch River Project.
I understand that at least $28 million per year during the Project's construction period can be saved by approval of the request for accelerated site preparation.
The f act that the accelerated site work allows only non-safety-related activities to proceed and that the work will be done concurrently with the environmental hearings on the Project provides very sound reasoning upon which the NRC may base its approval of the request.
For these reasons I urge the Nuclear Regulatory Commission to approve the Department of Energy's request for CRBRP accelerated site preparation.

My area newspapers are reporting that the U.S. Department of Energy has recently requested permission from your Commission to accelerate site preparation work for the Clinch River Breeder Reactor Project near Oak Ridge, Tennessee.
I live in the oil-producing area of West Texas and see on a first-hand basis what the oil industry is dealing with these days.
They are exploring for new oil as rapidly as they can and are drilling and re-drilling older well sites.
Because I see these activities taking place and know the limited nature of our oil resources, I can truly appreciate the work being done and attempted in th'e nuclear industry.
We need all the energy resources we can possibly develop, and nuclear energy seems to be the most reliable, long-term resource for the foreseeable future.
The President certainly feels that the completion of the breeder reactor at Oak Ridge will allow us to be prepared to meet our long-term nuclear energy needs.
Approving the recent DOE request for accelerated Clinch River site preparation, as I understand it, will save a tremendous amount of

taxpayers' money--at least $28 million each year during the plant's construction period!
I just don't see how people can oppose such a saving!
I sincerely hope that your commission will approve DOE's request.

It was brought to my attention that on July 1, DOE requested permission of the NRC to accelerate site preparation activities for the Clinch River Breeder Reactor Power Plant.
I support the DOE motion wholeheartedly.
Mr. Chairman, I also support the idea of an energy-independent America, an idea promulgated but not implemented by a succession of administrations as far back as one can remember.
With tensions in the world today as they are and no relief appearing on the horizon, this policy is not only prudent but a necessity.
As our fossil-fuel reserves continue to dwindle and such recent disclosures as the brewing scandal about the quality of our strategic oil reserves breaks surface, it seems that our country continues to be its own worst enemy.

Clearly speaking, most of the advanced Western nations and the Soviets, have seen the need for breeder power technology and have moved vigorously to implement that technology.
Only we, here in the most prosperous nation in the world have lost sight of the future and walk with clay feet.
It is time to end the foot-dragging with respect to this technology by beginning the logical process of implementation of the Clinch River Plant, a giant step toward achieving our nation's energy independence.

' Not withstanding the savings that will accrue via "early" site activity, it is about time that the $1.2 billion investment made to date take on substance.
And about cries of boondoggle, I can only point out that the entire cost to complete this project is less than the cost of two weeks of imported oil.
The savants that now decry the " expense" will be the first to howl when the taps on foreign oil close again, leaving them on those very long gasoline lines waiting impatiently for their dole of energy.
I vote for an energy independent America and the only technology viable enough to get us there in our lifetime -- breeder power.

l I have been very interested in the development of nuclear for over 20 years.
In the early stages of plant building, etc., there seemed to be only a modicom of resistance to nuclear energy, but today, there has been more regulation caused by so few that the world's economy has nosedived.
I strongly feel that share of the cause for this has been the delays, cancellations, over-regulation of nuclear power.
This has caused a rapid increase in cost, thus causing power companies to back away from construction plans.
I now understand that we have an opportunity to move ahead with a speeded up schedule for the Clinch River Project, at least, non-safety related items that could proceed without sacrificing quality as to environmental and safety.
I would ask you to proceed with construction as rapidly as possible to:
A)
Eliminate delays.
B)
Maintain lower costs.

I am writing today.to express my support of the Department of Energy's request to you to accelerate site preparation activities for the Clinch River Project.
Approval of this request would support the timely completion of the liquid metal fast breeder reactor base technology and subsequent develop-ment programs and enhance their prospects for success.
The earliest possible completion of the Clinch River Project will best serve our country's needs; therefore, please give this important matter your thorough consideration. Thank you for your attention to this re-quest.

As General Manager of Farmers' Electric Cooperative, I wish to encourage the NRC to push for an early completion of the Clinch River Breeder Reactor Project.
It is very dirficult for me to understand why this proje,ct has not been completed by now.
We have had the most technologically advanced nation in the world but have decided to take a rear seat as far as this and other nuclear energy projects are concerned.
Utilities are being forced to defend higher rates and warn of potential energy shortages when perhaps the greatest energy producer known to mankind has effectively been shelved in the past few years.
It is now time for positive action.

I encourage you to take the necessary steps to take the efforts to accelerate the completion schedule for the Clinch River Breeder Reactor Project.

Dear Sir:
Seemingly, the United States continues to sit idly and watch other Nations perfect the Breeder Reactor. We watch and wait and spend billions of dollars deciding whether to or not to.
There seems no doubt that the Nation that moves ahead with nuclear energy will be the Nation of tomorrow.
For some reason we make every effort to delay projects such as the Clinch River Project. A small thing like site preparation decisions uses valuable time and precious dollars.
If every organization waited as long to decide to do or not to do we could still be living in caves.
Surely we wish projects to be safe before bringing them "on line". But, just how long does it take one to decide? If all of the rules set by EPA and NRC were followed to the letter our organization would probably be building our first lines.
We ask that you allow site preparation to begin keeping in mind all elements of safety, etc.
We ask that the Breeder be allowed to be built at haste. The utility industry needs the Breeder and we need it soon as possible.
Continued delays will only cost the taxpayers more and more dollars. Hardly can taxpayers pay more and more for less and less.
A reply is requested.

We fully support the request for accelerated site preparation for the Clinch River Breeder Reactor Project (CRBRP). This will not eliminate any reasonable alternatives for site use since all activities would be redressable.
We also support the President's nuclear policy statement of October 1981 which calls for expeditious completion of the CRBRP to ensure our preparedness for the longer-term nuclear power needs. It is our firm belief that the danger from acid rain in the next few decades will make future work and completion of the l
LMFBR technology mandatory.

A recent article in the Wall Street Journal indicated the i
USSR is increasing by 10 fold its plans for building breeder reactor plants while we seem to be setting on our hands.
l The request for accelerated site preparation is in accordance l
with 10 CFR 50.12, which allows non-safety-related site j
activities to proceed in parallel with environmental hearings.
I encourage you again to grant this permit.

Dear Mr. Palladino:
The future of nuclear breeder reactor technology and its utilization may well be at stake as various officials in our Country attempt to decide whether such a facility should be completed near Oak Ridge, Tennessee, one of the greatest energy centers in the Nation.
As General Manager of one of the largest rural electric cooperative distribution systems in the United States, I am exposed to a great deal of information con-cerning the development of the reactor as an energy source for our power needs.
It is through careful consideration of these facts that I have formed the opinion that swift and successful completion of the Oak Ridge Project is necessary if the United States is to remain competitive energy-wise with those foreign countries avidly developing similar projects.
Also, I feel that the economics of completing the Project at once are strong reasons for such action. By doing so, the Project can avoid the unnecessary financial penalties caused by continued delays and rising construction and materials costs.
There is no question in my mind that if proper environmental and safety pre-cautions are followed in its construction, the Oak Ridge Nuclear Breeder Reactor can be a true asset to our national energy program.
I join President Reagan in his support of the Project.
In May of this year, he announced his commitment to restoring nuclear breeder construction at the site.
In addition, Energy Secretary James Edwards said "if we are going to become a leader in nuclear technology like we have been in the past we have to do several things and the Clinch River Breeder Reactor is one of them."
