The purpose of this letter is to clarify our actions taken in response to Generic Letter No. 90-03, " Relaxation Of Staff Position in Generic Letter 83-28, Item 2.2 Part 2;

Vendor Interface For l

Safety-Related Components."

The Generic Letter stated that an adequate vendor interface program should include:

"(a) A program with the NSSS vendor as described in the Vendor Equipment Technical Information Program (VETIP),

which covers all the safety-related components within the NSSS scope of supply.

This program should include provisions for assuring receipt by the licensee of all technical information provided by the NSSS vendor; and (b) A program of periodic contact with the vendors of other key safety-related componenta not included in (a) above."

In our response to Generic Letter 90-03 dated September 25, 1990, we committed to implementing a program incorporating the elements of (a) and (b) above and modifying our vendor contact requirements by October 15, 1990.

In addition, we stated our intent to develop a

" key safety-related component list" by December 31, 1990.

On April 26, 1991, in response to an inquiry by the Beaver Valley NRC Sr.

Project

Manager, the Beaver Valley Director of Licensing verbally stated that the commitment for a program meeting all aspects of the Generic Letter had been implemented on October 16, 1990 by means of a

Nuclear Power Division Administrative Procedure.

The discussion did not include the fact that the " key safety-related component list,"

based on the Probabilistic Risk Assessment (PRA) components, was not yet fully developed for both Beaver Valley Units 1 and 2.

" key safety related component list" was to reduce the scope of vendor interface to only those vendors who provided

" key safety-related components."

Until the list was completed (06/17/91, Unit 1; 08/05/91, Unit 2) the program required vendor interface with all vendors of all the type components described in the Generic Letter and its Supplement 1.

This letter documents that the

" key safety-related component list" for each Beaver Valley Unit was actually completed later than originally scheduled in our September 25, 1990 response to Generic Letter 90-03.
