Dear Mr. O'Reilly:
Please reference my letter to you dated August 5,1982 in response to R. C. Lewis' June 4, 1982 letter to H. G. Parris transmitting IE Inspection Report Nos. 50-259, -260, -296/82-16.
In our response to item 2.b in the referenced memorandum, we committed to completing our review of the Division of Power System Operations (PS0) procedures, preparation of revisions, and issuance of revised instructions by April 1, 1983 Our review of all PSO procedures for adequacy of precautions, effect on plant conditions, communication needs, and the preparation and issuance of revised instructions has taken more manpower and time than we initially estimated. We expect to have 75 percent of the instructions which require revisions completed and issued by April 1, 1983 This should have no effect on safety since it is not anticipated that any of the remaining instructions to be revised will be performed until after September 1, 1983 However, if a problem requiring the use of such instructions should arise, approved changes will be made before the instruction performance to ensure precautions and needed communications are included.
