SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMEfaiENT NO. 64 TO FACILITY OPERATING LICENSE NO. DPR-51 ARKANSAS POWER AND LIGHT C0l1PANY ARKANSAS NUCLEAR ONE, UNIT NO. 1 DOCKET NO. 50-313 Introduction By letter dated October 8,1981, Arkansas Powt nd Light Company (the licensee or AP&L) requested amendment to Facility Operatin License No. DPR-51 for Arkansas Nuclear One, Unit No.1 (AND-1)g which would revise the Technical Specifications (TSs) to reflect changes in the Health Physics Section organization.

Discussion and Evaluation The proposed change consists of elevating the plant Health Physics Sect;on to a level comparable with Operations and Maintenance groups, changing the title of the plant Health Physics Supervisor to Health Physics Superintendent, and establishing the position of Corporate Health Physicist to provide a direct interface with the Health Physics Superintendent. The licensee also proposed to replace the reference to "Special Work Permit" with the words " Radiation Work Permit" in Section 6-ll, "High Radiation Area," of the TSs. This is a change in terminology only; no controls are changed.

The licensee states that the revision of the ANO organization addresses a significant finding of the NRC's Radiological Appraisal Team during October / November 1980 and also fulfills a commitment made in an AP&L letter dated April 16, 1981, to the NRC's Office of Inspection and Enforcement. We have reviewed the proposed organization changes and agree with the licensee's statement that they would improve the ANO Radiation Protection Program by elevating the Health Physics Section of the plant staff to a level comparable with the Operations and the Maintenance Groups and would ensure that the Health Physics Superintendent has direct access to responsible management in matters of radiological health, safety and policy. We have determined that these proposed changes are in agreement with the commitments made in the licensee's April 16,1981 letter.

We have determined that the proposed changes are administrative in nature and would not decrease the margin of safety or increase the probability or consequences of an accident, and they are therefore acceptable.

2-Environmental Consideration We have determined that the amendment does not authorize a change in effluent types *or total amounts nor an increase in power level and will not result in any significant environmental impaqt. Having made this determination, we have further concluded that the amendnent involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration (2) there it reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
