Safety-Related Shock Suppressors (Snubbers)

Dear Sir:

Pursuant to Section 50.59 of the Commissions Rules and Regulations, Vennont Yankee Nuclear Power Corporation hereby proposes the following modifications to Appendix A of the Operating License.

PROPOSED CHANGE Replace pages 116a, 116b, and 116c of the Vermont Yankee Technical Specifications with the enclosed pages 116a, 116b, 116c, 116d, 116e, and 116f. These pages have been revised to reflect the addition and deletion of safety-related shock suppressors resulting from our consideration of the requirements of Reference (b), " Order for Modification of License", dated Janua ry 13, 1981.

REASON FOR CHANGE This revision reflects a change in the number of safety-related shock suppress rs installed concurrent with the completion of our Mark I Contaminent Long-Term Program. Table 4.6.2 has been revised to reflect _the currently f

installed shock suppressors. A list of the shock suppressors, which have been

[I added and deleted, was previously submitted to the NRC via Reference (d).

SAFETY CONSIDERATIONS C

Installation of the additional shock suppressors will increase the load IM*00 carrying capability of certain piping systems to withstand torus induced hydrodynamic loads, as called for in our Mark I Containment Program. The analysis which determined the need for the additional shock suppressors also resulted in a need to replace certain suppressors with rigid restraints; while one other was determined to be no longer necessary.

This change calls' for the same operating and surveillance requirements specified'in existing; Technical Specifications.

These requirements have bc:ea previously reviewed by the NRC and were approved by Reference (c).

Based on the above, we have concluded that the probability of previously evaluated' accidents would not be increased by this change. The possibility of a different type of accident is not created nor are the margins of safety, as

- defined in the basis of the Technical Specifications, reduced by this change.

Therefore, this change does not constitute an unreviewed safety question as defined in 10CFR50.59(a)(2).

This submittal has been reviewed by the Vermont Yankee Nuclear Safety Audit and Review Committee.

FEE DETERMINATION This change is pro forma and administrative in nature, and has no safety l

or environmental significance, For these reasons, Vermont Yankee Nuclear Power Corporation proposes this as a Class II Amendment. A payment of i

$1,200.00 is enclosed.

SCHEDULE OF CHANGE The change described above will be incorporated into the Vermont Yankee Technical Specifications upon receipt of your approval.
