Dear Ms. Lorion:
This is to inform you that the. Commission, by a 3-2 vote with concaissioners Gilinsky and Bradford dissenting, has declined to vacate or rescind the Director's. Decision (DD 81-21) in this docket.' At the time the Commission made,its decision it was aware that you did not intend to request action under 10 CFR 2.206.
The time provided by NRC regulations within wliich the Commission may act to rev,iew has expired.
