HARTSVILLE AND PHIPPS BEND NUCLEAR PLANTS - SGTS DESIGN DEFICIENCY -

HTRD-50-518, -519, -520, -521/81 PBRD-50-553, -554/81-03 The subject deficiency was initially reported to NRC-0IE, Region II Inspector, McKenzie Thomas on December 12, 1980, as NCR's HTNANEB 8004 and PBNNEB 8004. The first, second, and third interim reports were submitted on January 9, May 26, and October 1, 1981, respectively. In compliance with paragraph 50.55(e) of 10 CFR Part 50, this letter constitutes the fourth interim report on the subject deficiency.

TVA has made a decision on the alternatives to correct the SGTS water drainage problem. The alternatives were to enlarge the size of the drains or put a timer on the spray system to limit the amount of water sprayed on the charcoal and carried to the drainage system. The decision was made to enlarge the drains to provide adequate drainage with a more reliable and cost-efficient system. We have notified GE of our decision and are in the process of officially requesting the change to design.

We consider 10 CFR Part 21 applicable to this nonconformance. We anticipate transmitting the next report on or before July 30, 1982. If you have any questions, please call Jim Domer at FTS 858-2725.
