Dear Mr. Palladino:

Enclosed is a statement which I respectfully submit to the Commission for inclusion in its Special Proceeding testinony regarding whether the two nuclear pouer plants at Indian Point in Buchanan, N.Y. should be shut down because of emergency planning deficiencies.

I want to thank you and the other members of the Commission for providing the opportunity for elected representatives like myself and members of the public to comment on this vital issue.
