I'm Charles G. DiGiacomo, Suoervisor of the Town of Cortlandt, a municipality encomuassing fifty sauare miles with a nonulation of 36,000 persons. TJithin the Town of Cortlandt's cerimeter lie two incorporated villages, one of which, the Village of Buchanan, houses the Indian Point nuclear generating nlants.

For the Nuclear Regulatory Commission to force the closing of these olants because there are two aspects of the evacuation plan which are not in place is nerhaos understandable.

However, the Westchester County Executive has been able to work out an arrangement to insure that there would be bus transnortation in the event of an emergency situation at Indian Point.

The second aspect, that of Rockland County not participating in an evacuation plan is, in our estimation,.an irresponsible position for them to take as legislators and representatives of peonle who reside within the ten mile area of the plants.

It is incumbent upon the State and/or Federal governments to force the various Counties to come u.1 with their own evacuation plan in the event there is a nuclear emergency. These are two areas that can he rapidly dealt with and should be resolved before June 9th.

The consea.uences of shutting down the Indian Point nuclear plants because Rockland County refuses to narticipate will be more disastrous than even we local officials can anticinate. I am enclosing as part of my statement, a graoh showing the tax impact which will be felt in the various taxing districts affected by such a shutdown. The Village of Buchanan, for instance, would experience a 53% increase in taxes. This municipality has a population of 2,100 persons, over half of which are senior citizens living on fixed incomes. I can envision house foreclosures, vacant small businesses that derive their livelihood from Indian Point personnel, and a general mass exodus from our area.

The nuclear facility is the largest single emplover in our area and closing of the plants would result in the immediate loss of 2,000 j obs , 750 of which are Cortlandt residents. According-to national average statistics, this would represent a loss of

$6,000,000 in annual retail sales within our marketing area. 5 This decline would also spur further unemployment in our area in retail trade, the construction, transportation, communications and service industries.

Higher energy rates would add to the increased cost of continuing business in our area. This decline in population and loss of over Eight and One-Half Million Dollars in eersonal income, along with the loss of local tax revenues, would have seriously damaging effects on our school systems and nublic services.

I respectfully reouest that you give every consideration to this statement since it is imoerative that you, before you make a decision to shut down the Indian Point olants, realize the devastating imulications such an order would have on
