Dear Mr. Stolz:
Your letter of March 22, 1983 (J.F. Stolz, NRC to E.G.
Bauer, PECO), concerning the clarification of Qualification Safety Evaluation Report, requested Philadelphia Electric Company, by May 20, 1983, to identify electric equipment important to safety that is already qualified, submit a schedule for qualification or replacement of the remaining electrical equipment per 10CFR50.49 Paragraph (g), describe PECO's methods used to identify the equipment covered by 10CFR50.49 (b)(2), and establish any qualification programs not previously described for such equipment.
This letter and the enclosed ' Attachment l' responds to these items as follows:

RESPONSE
Philcdelphia Electric Company's submittals of January 30, 1981, September 3, 1981, and March 1, 1982, in response to IE Bulletin 79-OlB, Supplement 3, identified electrical equipment important to safety which is already qualified and the September 3, 1981 and March 1, 1982 submittals include a schedule for the remaining equipment for which a modification is required to establish qualification.
PECO has concluded that the equipment contained in Category IIA of the Safety Eyaluation Report (SER) dated December 20, 1982, (equipment qualification not established) is environ-mentally qualified for its intended safety function.
The Philadelphia Electric Company's letter of February 4, 1983 (S.L. Daltroff, PECO to J.F.
Stolz, NRC) stated that equipment listed in Category IIA of the Technical Evaluation Report (TER) dated August 3, 1982, is environ-mentally qualified and PECO has requested a meeting with the staff to present the bases for this conclusion.
Based on this analysis, no additional modifications are required to meet the requirements of 10CFR50.49 Paragraph (g).,
EO Modification Schedule dated May 20, 1983 up-dates the previous submittals.
In ' Attachment l',
the column headed ' Equipment Identi-fication' identifies the equipment requiring modification, and the column headed 'EQ Modification Status' presents dates for completing the modifications.
PECO's previously submitted letters of January 1,

September 3, 1981, and March 1, 1982, comply with Paragraphs (a) and (b) of 10CFR50.49 The lists of equipment included in these submittals are based on a review of the PBAPS Q-List, Electrical Schematic Drawings, Piping and Instrument Diagrams (P&ID's) and the FSAR.
The FSAR is the basis for determining the systems required to mitigate the effects of the postulated LOCH and HELB accidents.
The 0-List, Electrical Schematic Drawings and Piping and Instrument Diagrams (P&ID) were reviewed concurrently to det~rmine the role of individual e
electrical components in supporting the operation of systems identified from the FSAR. If it was determined that (1) the failure of the component could prevent the system from performing its safety function and (2) the component was located in a potentially harsh environ-ment, the component was included in 79-OlB Equipment l
List.

The Emergency Procedures have been reviewed and instrumentation which is relied upon for operator action and is located in a potentially harsh environment has also been included.
Based on the PECO review, modifications installed due to TMI lessons learned and current emergency procedures, it is concluded that PBAPS Units 2 and 3 are in compliance with the requirements contained in Paragraph (b)(2) of 10CFR50.49 Should you require further information, please do not hesitate to contact us.
