Withdrawl of Commitment Regarding NUREG-0737, Item I.A.l.3

Dear Sir:

By Reference (b) you forwarded an Order confirming commitments we made for certain post-TMI related items set forth in NUREG-0737. The purpose of this letter is to withdraw a commitment made with regard to Item I. A.3.1, Licensing Examination Criteria. Specifically, we committed via Reference (c),

and reconfirmed via Reference (d), to include simulator examinations as part of our operator license examination program. Because Vermont Yankee does not have a plant specific simulator, we agreed to make the necessary arrangements with an appropriate simulator training center to provide time for these examinations.

We have since been informed via Generic Letter 82-18 [ Reference (e)] that the Commission has approved staff recommendations, detailed in SECY 82-232, which delete the requirement for use of simulator examinations as part of the operator license examination program for those facilities which do not have a plant-specific simulator. We concur with the staff's findings and have subsequently revised our operator license examination pregram to delete provisions for simulator examinations.

We understand that the staff is presently conducting an evaluation of the future role of simulators in operator training and examinations. This effort is scheduled to be complete by July 1983 and may result in promulgation of a revision to 10CFR Part 55, Operators' Licenses. Pending the outcome of the staff's efforts, we will assess the need to modify our operator license examination program.
