Dear Mr. Keppler:

This letter is intended to supplement our response (Reference (a)) to your letter of February 23, 1983 (Reference (b)), relative to the timeliness of our actions in regard to concerns expressed with the calibration status of Technical Specification related instruments.

As stated in the initial response, it is our belief that this problem was the result of less than adequate communication. The following corrective actions were implemented to improve communications:

l s 1. A February 16, 1983, letter from the Station Superintendent to Department Heads requested that the Department Heads prepare a memo to the Station Superintendent summarizing any potential l non-compliances or concerns expressed by the Resident Inspector.

Additionally, the letter requested that the Department Heads immediately notify the Administrative and Support Services Assistant Superintendent of any potential non-compliances or concerns.

2. The Resident Inspector was requested to promptly inform the appropriate Department Head and the Administrative and Support i Services Assistant Superintendent of any area of concern.
3. The Resident Inspector was requested to expedite issuance of inspection reports in a timely fashion.

Relative to the perceived inability to provide a completion date for corrective action in relation to problems with Technical Specification related instruments, it is our contention that nothing unusual occurred.

Keppler April 26, 1983 Although the Resident Inspector did inquire at the January 3 (December) exit interview as to when our corrective action would be completed, he was advised that we had not previously understood the seriousness of his concern and that further review was necessary. The Resident Inspector did not request that we get back to him with a completion date as is normal in similar circumstances.

On January 4, 1983, station management initiated expedited corrective action for these issues with the instructions that they should be completed as soon as practical. Since periodic status checks revealed satisfactory progress, an exact completion date seemed relatively unimportant, especially in light of no known commitment to provide a completion date. Furthermore, it is not expected that a completion date would have resulted in an earlier completion, since the progress of the reviews in question received frequent follow-up from top station management.

On February 1, 1983, the January exit irterview was conducted.

The Resident Inspector expressed concern that he nad been unable to obtain a commitment for resolution of this issue. An April 1, 1983, commitment was provided the same day, following the exit interview.

In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees.
