M. J. Vonk letter to Office of Nuclear Reactor Regulation, USNRC; LaSalle County Nuclear Power Station Units 1 and 2, Supplemental Response to NRC Bulletin 93-02,

" Debris Plugging of Emergency Core Cooling Suction Strainers." Dated June 17, 1994.

In Reference 1, LaSalle committed to define the long term actions with respect to the Unit 2 suppression pool in the station's final response to NRC Bulletin 93-02, Supplement 1.

In the Reference 2 document it was stated that, "LaSalle Unit 2 has scheduled an inspection o'_ the two accessible ECCS suction strainers (accessible portions), which are located near suppression chamber access hatches, during a 7 day maintenance outage (L2M10) currently scheduled in July 1994.

The results of this inspection will be evaluated to determine any subsequent actions needed during the maintenance outage or the Unit 2 sixth refuel outage, L2R06, scheduled in early 1995."

d 1994, LaSalle Unit 2 scrammed on reactor water dos, On June 21, level due to loss of power to Busses 231A and B.

Following the scram, Unit 2 remained in Hot Shutdown while the cause of the scram was. fully identified.

The decision was made early Wednesday morning, June 22, 1994 to bring Unit 2 back on l'ine as soon as possible.

Many factors entered into this decision, including station commitments, Unit 1 startup progress, Comed system status, and manpower resources.

Unit 2 started up on June 25, 1994, and the Turbine-Generator placed on line on June 26, 1994.

No inspections of the ECCS suction strainers were performed during the "short" (return to service in less than five days) forced outage that resulted from the scram.

The functional test of the Main Steam-Isolation Valve (MSIV) closure scram surveillance, which was driving the need for a

)

maintenance outage, was completed during the forced outage, thus a July maintenance outage is no longer necessary.

We are still e

confident in the cleanliness and condition of the Unit 2 suppression pool such that the ECCS suction strainer integrity will not be challenged during the operating cycle.

Should a maintenance outage be required we will take prudent action, including inspecting the two ECCS suction strainers (accessible-portions), which are located near suppression chamber access hatches.

The results of this inspection will be evaluated to determine any subsequent actions needed during the maintenance outage or the Unit 2 sixth refuel outage, L2R06, scheduled in early 1995.
