Dear Mr. Keppler:
This letter responds to Mr. J. F. Streeter's letter of March 29, 1983, which forwarded to us the subject Inspection Reports.
The Notice of Violation attached to Mr. Streeter's letter identified only one item of Violation requiring a written response. A re-statement of the Item and our response to it follows.
ITEM Technical Specification 6.8.2 states in part, "Each procedure and administrative policy of 6.8.1 above, and changes thereto shall be reviewed by the PNSRC and approved by the plant manager prior to l
implementation..."
l Contrary to the above, the test procedure utilized to demonstrate the i
operability of a alts 1 and 2 Post Accident Containment Hydrogen l
Monitoring System conducted in December 1981 was not reviewed by the PNSRC and approved by the plant manager.
l This is a Severity Level V Violation (Supplement I).

RESPONSE
The initial pneumatic testing of each Unit's monitoring system was conducted using a test guide provided by the AEPSC Cognizant Engineer.
As corrective action, Plant Procedure 12 THP-SP-RFC-2463B, identical in technical content to the test guide was written, reviewed by the PNSRC and approved by the Plant Manager on February 24, 1983. In an effort to prevent reoccurrence, a letter was forwarded to all Chemical Section Personnel who may conduct similar testing, re-emphasizing the need to insure that all testing is done using approved procedures and that procedure changes are made via existing plant regulations and requirements.
This docurant has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
