Vice President - Projects, Engineering and Construction General offices: 1945 West Parnall Road, Jackson, MI 49201 e (517) 788 0453 March 9, 1983 Harold R Denton, Director Office of Nuclear Reactor Regulation Division of Licensing US Nuclear Regulatory Commission Washington, DC 20555 MIDLAND ENERGY CENTER PROJECT MIDLAND DOCKET NOS 50-329, 50-330 TECHNICAL SPECIFICATION SETPOINT METHODOLOGY FILE B16.0/B7.1 SERIAL 21566 Attached are two documents which describe the methodology utilized to determine the Reactor Protection System (RPS) and Engineered Safety Feature Actuation System (ESFAS) setpoints reported in FSAR Chapter 16 Technical Specifications. Attachment I describes the setpoint methodology for the RPS while Attachment 2 describes the methodology for Balance-of-Plant equipment including the ESFAS. These documents provide the information necessary for your Staff to complete their review of Confirmatory Item (15) of the Midland Safety Evaluation Report.

As indicated in the attached documents, the method used in determining setpoints in the RPS and ESFAS provides sufficient margin between the trip i

setpoints and appropriate safety limits to account for accuracies, drift, uncertainties and dynamic responses. This methodology thus provides assurance that RPS and ESFAS trips will occur when required to prevent exceeding l

appropriate safety limits.
