Dear Mr. Keppler:
This letter is in response to the inspection conducted by Messrs. K.
Raglin, R. Anderson, A. Madison, and W. Guldemand on November 1-30, 1982, of activities at LaSalle County Station.
Reference (a) indicated that certain activities appeared to be in non-compliance with NRC requirements.
The Commonwealth Edison Company response to the Notice of Violation is provided in the enclosure.
To the best of my knowledge and belief the statements con-tained herein and in the attachment are true and correct.
In some respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.
If you have any further questions on this matter, please direct them to this office.

r ATTACHMENT A Response to-Inspection-Report-Nos.
50-373/82-52-and 50-374/82-20 Item'of Noncompliance As a result of the inspection conducted on November 1-30, 1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified:
LaSalle County Station. Technical Specification, Section 6.2.8 states in part, " Radiation control procedures shall be maintained, made available to all station personnel, and adhered to."
LaSalle County Station Radistion Protection Standards (LRP-1000-1) prohibit any eating, smoking, drinking or chewing in a controlled area.
Contrary to the above, the Resident Inspectors have noted evidence of eating, drinking, end smoking throughout-tne Unit 1 reactor building.
For example, on November 16th the Resident Inspector found an open soda can, an empty large gum package, and an apple core between airlock doors 450 and 449.
The only path by which these items could have travelled would have been through Unit I refuel floor.
On several occasions, the Resident Inspector has stopped personnel who were chewing gum within a controlled area.
Corrective Action Taken and Results Achieved 1.
Letter DSL #213 -
Subject:
Smoking, Eating, Drinking or Chewing in Controlled Areas was issued to all Commonwealth Edison Company and Contractor Personnel gaining access to the LaSalle Site through the Construction Access Facility.
This letter stated the project requirements regarding smoking, eating, drinking or chewing in a controlled area and that violators will be subject to disciplinary action including termination.

Letter DSL #212 -
Subject:
Smoking, Eating, Drinking or Chewing in Controlled Areas was issued to site contractor management.
This letter requested the subject requirements be reviewed with contractor supervision (i.e. Superintendents, General Foreman and Foreman).

Station Superintendent letter dated January 19, 1983, was issued to all personnel gaining access to the LaSalle Site through the Main Access Facility.
This letter defined Controlled Areas and 4
stated that Radiation Protection rules prohibit smoking, eating, drinking or chewing in controlled areas.

, Corrective Action Taken to Avoid Further Noncompliance 1.
Visible reminder signs (orange background with black lettering) have been placed at the 710 ft. and 768 ft. entrance points to Unit 1.
Date of Full Compliance Full compliance has been achieved.
It should be noted that this item of noncompliance was assigned an Open Item number 373/82-52-01 and was closed by the Senior Resident Inspector in his monthly Irispection exit on Feoruary 1,1983.
