Mr. J. G.

Keppler Regional Administrator RE:

Wm. H. Zimmer Nuclear Power Station - Unit 1 10CFR50.55(e) - Item E GE HFA Relays Docket No. 50-358, Construction Permit No. CPPR-88 W. O.

57300, Job E-5590, File NRC 7, E-16 Gentlemen:

This letter constitutes a supplement to our last interim report concerning the subject deficiency.

Our last report on this matter was submitted on December 30, 1982.

Our March 2, 1982 report stated that HFA relays manufactured between 1974 and 1979 (clear or beige coil bobbins) were subject to cracking.

The corrective action was to either replace the coils or the entire relay.

A decision was made to replace'the relays.

The replacement program involved twenty nine (29) relays in the NSSS systems and fifty eight (58) relays in B0P systems.

The replacement arelays have been received.

Recent reinspection of the HFA relays in the NSSS systems I

has revealed that relays manufactured prior to 1974 (black bobbins) have apparently recently cracked.

Two (2) panels were inspected and three (3) cracked relays were discovered.

Because of this, and because of similar problems at other nuclear plants, we are expanding the scope of this deficiency to include all i

HFA relays manufactured prior to 1979.

The corrective action for HFA relays in zafety related NSSS systems is being reevaluated.

The r: lays will either be modified by replacing the existing coil with a Tefzel Coil or the relay will be completely replaced with a qualified unit.

The corrective actlon will invelve 216 relays.

The corrective action for relays

\\

in BOP :ystems remains unchanged since all safety related B0P relays were to be replaced.

Page Two 10CFR50.55(e) - Item E GE HFA Relays February 18, 1983 The installation of the 80P relays is scheduled to take four months.

The scope of the corrective actions for relays in NSSS systems has increased greatly (216 versus 29 relays).

'A schedule.for completion of the corrective action for the NSSS systems has not been developed.

However, we estimate 6 - 9 months may be required to complete the work.

Unless permission is received, the installation will not commence until after the Show Cause Order and Order Immediately Suspending Construction for work in this area has been rescinded.

Our next report on this matter will be submitted on April 15, 1983.

We trust the above will be found acceptable as an interim report under 10CFR50.55(e).

Very truly yours, THE CINCINNATI GAS & ELECTRIC C0.
