FILE: 0278.10 SUBJ: ~IE Bulletin 82-04: Deficiencies-in Primary Containment Electrical Penetration Assemblies Mr. Richard C. DeYoung,' Director Office of Inspection and Enforcement US Nuclear Regulatory Commission Washington, D.C. 20555 Ref: STN 50 ^82 STN 50-483
Dear Mr. DeYoung:
The purpose of this letter is to provide on behalf of the SNUPPS Utilities; i-i.e. Union Electric Company and Kansas Gas and Electric Company, a generic response.to the subject NRC Bulletin. This document describes a number of deficiencies 'in containment electrical penetration assemblies supplied by 3
Bunker Ramo Company and requests plants.under construction to inspect all penetration assemblies for adequacy and integrity of conductor terminations, electrical insulation and in-line butt splices. A written report describing
-the results of these f'.ispections is requested within 90 days of the December 3, 1982 NRC Bulletin.
The problems described in the subject Bulletin concerning the Bunker Ramo assemblies, ~ including improper crimping of electrical lugs, unidentified cabling, loose terminal block connectors and insulation deficiencies, were largely identified at the SNUPPS; i.e., Callaway and Wolf Creek plants, in 1980 and 1981 and subsequently reported to the NRC as generic deficiencies under 10CFRE0.55(e) criteria. (Ref. SLNRC 80-22 dtd. 5/6/80; SLNRC 80-30 dtd.
6/12/80'and SLNRC 81-30 dtd. 5/14/81). 'All Bunker Ramo furnished penetra-tion assemblies have since been inspected at both jobsites, and reworked, as required, to correct the described deficiencies.
Details of these site inspections.and rework activities.are described-in the reference SNUPPS reports.
On the basis of the SNUPPS experiences with Bunker Ramo as reflected in the referenced SNUPPS reports and, upon careful re-examination of the actions subsequently initiated by SNUPPS, we conclude that appropriate and sufficient measures have been taken to identify and correct deficiencies

Supporting' documentation to this effect is available at both plant sites for NRC review, as appropriate.
On this basis, no further SNUPPS actfons involving Bunker Ramo penetration assemblies appear to be indicated.
If further detail or clarification.is required, please feel free to contact the undersigned.
Very truly yours,
