UNITED STATES _ NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-271 VERMONT YANKEE NUCLEAR POWER CORPORATION NOTICE OF ISSUANCE OF_ AMEN 0 MENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 74 to Facility Operating License No. DPR-28, issued to Vermont Yankee Nuclear Power Corporation which revised Technical Specifi-cations for operation of the Vermont Yankee Nuclear Power Station (the facility)locatednearVernon, Vermont. The amendment is effective as of its date of issuance.

The amendment modifies the Technical Specifications to permit one-time

-use of a manual valve to accomplish primary containment isolation during a period not to exceed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, in order to complete necessary maintenance activities.

i The application for the amendment complies with the standards and requirements of the Atomic Energy.Act of 1954, as amended (the Act), and the Comission's rules and regulations.

The Comission has made appropriate findings as raquired by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that t'he issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative. declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
