As in attachment to our letter, Serial 13781 dated September 25, 1931, we submitted the criteria for Seismic Mart n Review.

i This attachment incorporated Staff feedback obtained during the meeting on June 30, 1981 and comments received during a phone conversation between myself and Mr J P Knight.

The firm of Structural Mechanics Associates (SMA) of Newport Beach, CA, under the direction of Dr R P Kennedy was entrusted the task of performing the Seismic Margin Review per the criteria and within the scope stated in the September 25th letter.

This task is currently nearing completion.

We intend to submit the results of this task in ten (10) separate volumes.

Volume I dealing with the methodology and criteria and Volume VII dealing with the evaluation of seismic margins for electrical, control, instrumentation and mechanical equipment are submitted for Staff's review as attachments to this letter.

Volume I of the Seismic Margin Review Report titled, " Methodology and Criteria" is essentially a detailed version of the criteria submitted earlier.

This report describes in detail, the basic criteria and the analysis methods used in establishing seismic margins in the structures, systems and equipment.

Volume VII of the report describes the results of the seismic margin review for electrical, control, instriaentation and mechanical equipment.

The review of a few items of the equipment listed in Table VII-2-1 of the report have not oc0283-0336a100 A

yet been completed. The results of the review for these items will be provided to the Staff in a future revision of Volume VII.

As stated in our letter of September 25, 1981 and also in ACRS Subcommittee meeting in Midland and full committee meeting at Washington, DC, our approach to the Seismic Margin Review is to evaluate the margins in selected samples of structural elements and equipment. The selected equipment in Volume VII represent a broad sampling of the most important equipment required for safe shutdown. The margin evaluated for this equipment amply demonstrates that in all cases the conservatively established margins are greater than 1.0 with respect to code allowables or against achieved test levels.

Therefore we feel that there is no need to evaluate the margins for additional items of equipment.

Future volumes of the Seismic Margin Review report dealing with structures and systems will be submitted as they become available.
