AFFIDAVIT OF JOHN M. O'CONNOR 1, ON NECNP I.A.2 JOHN M. O'CONNOR, being on oath, deposes and says as follows:

1. I am an Instrumentation and Controls Engineer, employed by Yankee Atomic Electric Company. My professional qualifications appear on the attached resume.
2. As stated in our response to NECNP's first set of interrogatories, all Class lE electric valve operators installed inside containment will be qualified per the guidance provided in Regulatory Guides 1,73 (Rev. O, 1/74) and 1.89 (Rev. O,11/74) and NUREG-0588. Compliance with the above will demonstrate conformance to GDC 4.

Based on the above, I feel there is no issue relative to NECNP Contention I.A.2 on which factual hearings are warranted.
