Dear Mr. Denton:

The Cleveland Electric Illuminating Company, acting on its own behalf and as agent for Toledo Edison, Ohio Edison, Duquesne Light, and Pennsylvania Power, is filing herewith three originals plus 60 copies of Amendment 11 to

the Final Safety Analysis Report (FSAR) for the Perry Nuclear Power Plant, Units 1 and 2.

This Amendment consists of miscellaneous changes to update the FSAR, and in-corporates previously submitted responses to the Environmental Qualification Branch questions. Revisions were made to Hydrodynamic Loads (Appendix 3A),

Containment Loads (Appendix 3B), Conduct of Operations (Chapter 13) and new sections were added for Anticipated Transients Without Scram (Appendix 15C),

and Equipment Qualification due to Hydrodynamic Loads (Section 3.10.1.4).

In addition, revisions were made to Tables of Environmental Conditions (Section 3.11) and Potential Bypass Leakage Paths (Table 6.2-33) .

This Amendment is in a format designed to keep current the license applica-tion and FSAR. Please insert the revised Amendment 11 material dated February 15, 1983, into the Final Safety Analysis Report as per the attached Amendment 11 Instruction Sheet.
