Dear Mr. Novak:
South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Control Room Design Review Program Plan Houston Lighting & Power Company (HL&P) submitted a letter to you dated October 20, 1982 which transmitted the South Texas Project (STP) Control Room Design Review (CRDR) Program Plan and described the program schedule. The schedule provided indicated that the CRDR would be complete in February 1983 and that the CRDR Final Report would be submitted on February 28, 1983. The above schedule was based on the cssumption that identified human engineering discrepancies could be corrected and engineering design changes could be implemented using th'e existing STP control panels. Based on the scope of the design changes identified in the review, it now appears prudent to make additional modifications to some of the control panels.
HL&P has revised the CRDR schedule to be consistent with the redesign schedule. HL&P now expects to have the CRDR Criteria Report complete in early February 1983 and to submit the CRDR Implementation Report by April 11, 1983.
This report will outline proposed coritrol room changes based on identified human engineering discrepancies and engineering design changes.
The redesigned control panels will be validated in mid 1983 and the CRDR Final Report will Le cubmitted by October 17, 1983. The NRC in-progress audit discussed in the October 29, 1982 letter should be rescheduled for mid April 1983 to support a timely review of the CRDR results.
