WIDE RANGE NEUTRON FLUX MONITORING INSTRUMENTATION HOPE CREEK GENERATING STATION DOCKET NO. 50-354 On April 23, 1990, Public Service Electric and Gas Company (PSE&G) submitted a commitment to the NRC to provide a detailed schedule for installation of a Regulatory Guide 1.97 qualified Wide Range Neutron Monitoring System (WRNMS).
This commitment, which was made following the NRC's rejection of a BWR Owners Group (BWROG) appeal on this issue, became due within 180 days of the NRC's October 3, 1990 approval of the General Electric WRNMS design.
Since that time, PSE&G has followed the progress of a subsequent BWROG appeal of the WRNMS requirement and strongly endorses the bases of that appeal.
The WRNMS design, while providing a number of attractive features, as described in the LWROG arguments, does not provide increased safety benefit commensurate with its' attendant costs.
PSE&G believes that the resources necessary to purchace and install the WRNMS could be better expended on more safety-significant plant improvements.
Therefore, pending NRC's resolution of the BWROG appeal, we have delayed a final decision regarding a WRNMS installation-schedule.
