Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Annual Emergency Exercise Participation In our letter dated July 27, 1982 (5211-82-178), GPU Nuclear Corporation requested exemption from certain annual exercise requirements of 10 CFR 50, Appendix E, IV.F.1.a. as they pertain to participation by State and local governments.
(This exemption was granted by NRC letter dated Sept.
14, 1982.) In our letter we indicated that coordination had been initiated with the Commonwealtl. of Pennsylvania to establish a schedule for a 1983 annual exercise and to reach agreement on an appropriate level of partici-pation by the risk counties. Further, GPUN committed to. provide an update on the status of those negotiations to the NRC Staff as of December 31, 1982.
The purpose of this letter is to provide that update.
Based upon a revised 1983 exercise schedule, which has been coordinated with the four licensees operating commercial nuclear power facilities in the Commonwealth of Pennsylvania, the Three Mi, e Island annual exercise will be l
conducted during September 1983. According to that schedule, the Commonwealth plans to conduct a full-scale joint exercise at the Beaver Valley site. For the remaining three Licensees, including Three Mile Island, the Commonwealth plans state, county and municipal participation in a " modified" annual exercise.
It is our understanding that the Commonwealth defines " modified" exercise par-ticipation as consistent with 10 CFR 50, Appendix E, IV.F.1.b.3 as they did for TMI-1 for the 1982 annual exercise. '
Based on IE Information Notice No. 82-44:
" Clarification of Emergency Plan Exercise Requirements", GPUN has requested the Commonwealth to reconsider its proposed " modified" exercise participation by state and local governments. We intend to continue negotiations in an attempt to reach agreement on a level of participation consistent with the provisions of 10 CFR 50, Appendix E.
We will gb) provide a further update on the status of these negotiations by March 31, 1983.
