This letter constitutes an interim report concerning subject condi-tion, initially report to the Commission as a potentially reportable deficiency under 10CFR50.55(e).

Our previous report, QA-2177, dated December 21, 1982, stated that the Nuclear Engineering and Quality Assurance Departments had completed an investigation to determine the methods required to confirm the structural adequacy of the installed cable tray supports.

It further outlined the plan that was intended to be used.

This plan was discussed with D. Keating and W. Christianson at the Zimmer Site on December 29, 1982. The concerns expressed by Messrs. Keating i

and Christianson were primarily over the treatment of any base metal defect

and the inability of the proposed plan to adequately guarantee a review of the work of all the crews involved in Nelson Stud Welded connectors for cable tray hangers.

In addition the initial report and the interim reports did not include the fact that the records for torquing of the nuts on the hanger foot, a requirement of procedure QACMI C-12, were also lost.

These discussions have resulted in changes in the initial program as outlined in QA-2177, and discussed with Messrs. Keating and Christianson.

These changes are:

1.

A sample will be established for each work crew involved in etud installation. The sample will be based on the number of hangers installed by that crew.

2.

Each hanger foot will be considered a unit for development of the lot size.

The sample size and number of rejects accepted previous to commencing 100% inspection will be per a site approved procedure based on MIL STD 105 D.

Hanger feet selected for the sample will have the torque verified on all studs, and the base metal defect visuaitv inspected for cracks.

5.

Acceptance of the hanger foot will be based on the ability of a hanger foot to carry the design loads and no evidence of cracking in any base metal defects.

We feel the above changes to our program will be acceptable.

The changes made have caused delays in finalizing the resolution plan. Currently the site records (i.e. time sheets, work requests, etc.) are being reviewed so the lots for sampling can be developed, and a procedure for the inspection is being drafted. We now estimate our program will be finalized by February 28, 1983, and a report submitted.

We trust the above will be found acceptable as an interim report under 10CFR50.55(e).
