This letter constitutes an interim report concerning the subject condition, initially reported to the Commission under 10CFR50.55(e).
As stated in our previous report, QA-2007, dated September 22, 1982, a CG&E audit of its contractor, H. J. Kaiser Company (HJK), revealed that the subject SA105GR.II, ASME Class 2 fittings supplied under P.0,
- 7070-11999, were stamped with a letter "N" to indicate the normalized condition of the material. Two potential problems arose when it was discovered that the fittings were stamped without authorization from the vendor and the marking was accocplished using a "high-stress" stamp.
The Kaiser warehouse superintendent has indicated that the fittings stamped were shipped with certification stating that all fittings were indeed normalized.
The vendor, Bonney Forge, has stated that all fittings with material designation SA105GR.II are normalized; this condition being indicated by either the material designation or a letter "N" stamped in the serial number on each fitting. Kaiser was not aware of this practice and independently stamped fittings with the "N" although they were already marked with the material designation. All fittings stamped by Kaiser have been scrapped in accordance with the disposition of Nonconformance Report (ER) #E-4016.
CG&E further investigated this condition and discovered other fit-tings that were stamped with a "high-stress" stamp but were not included in this NR.
CG&E NR #C-QAD-82-1353-E was dispositioned to remove all fittings with this stamp from the warehouse. A survey of installation documentation revealed that some "high-stress" stamped fittings may have been released for construction.

Keppler Region III January 27, 1983 QA-2237 Page 2 CG&E Corrective Action Request #82-144 was issued to require HJK to identify any other fittings in the warehouse or installed in the plant with this stamp. HJK spot checked other purchase orders for SA105GR.II fittings, with emphasis on those manufactured by Bonney Forge. The results of this survey indicate that this condition is limited to P.O. #7070-11999.
Using heat traceability data collected by Task III of the Zimmer Quality Confirmation Program (QCP), HJK performed a field walkdown of all fittings from P.O. #7070-11999.
This effort identified eighteen (18) field installations with similar stamping indications which are listed on HJK NR C/N 11,122.
Upon completion of Task III, the final traceability records for small bore pipe and the preliminary records used for this walkdown will be compared f.to provide assurance that all fittings with this stamp are identified.
All fittings with "high stress" stamps under NR C/N 11,122 will be reworked through the NR system. Completion of this work is contingent upon the release of the NRC's " Order to Show Causeand Order Immediately Suspending Construction," for work in this area. A follow-up report will be submitted by April 1, 1983.
