Enclosed is Del-Aware Unlimited's Petition for Reconsideration'or Certification for Appeal.

I believe it is authorized by the Rules as stated, but if not, I request that we,be given leave to file it.

Copies have been sent to all counsel.

Since preparing this Petition, we have received PECo's notice showing an increase of $1.6 Billion in construction cost.

This drastic increase will radically alter the economic viability of the " river follower" mode and will be the subject of a new contention.

It has already lowered PECo's bond rating again.
