" Quad Cities Simulator Facility" Certification of Simulator Facilities-10CFR55.45 NRC Docket No. 50-254 and 50-265 Gentlemen:
The purpose of this letter is to submit information pur-suant to 10CFR55.45.b.5 in order to attain certification of the Quad Cities Simulation Facility.
This submittal for certification addresses both operating units at Quad Cities Station with Quad Cities Unit 3 serving as the reference plant.
In the section titled
" Reg. Guide 1.149 Requirements" of our certification report, the requirements for dual plant simulation facilities are evaluated and the results demonstrate that the Quad Cities Simulator's performance compares favorably with each unit.
In addition, steady state testing per ANSI /ANS-3.5, 1985 Appendix B was performed.
These teats compared the Quad Cit s simulator performance to Quad Cities Unit 1 perfor-i mance with fn.,*le results.
A comparison of the Quad Cities Simulator to Quad Cities Unit 1 in the areas of physical fidelity and human factors was performed in 1990.
A comparison of the simulator to applicable Quad Cities Unit 1 nameplates and annunciators was also performed in 1990.
Any discrepancies found are being addressed by simulator work requests.
The attachment to this letter contains two NRC Form 474's, i.e. one :or each docket number and two copies of the Initial Certifi-cation Report, dated March 18, 1991.
These documents certify the Quad Cities Simulation Facility meets the Nuclear Regulatory Commission's regulations.
It is therefore Commonwealth Edison's intent to utilize this facility to conduct operating tests for operators at this facility.
