50-328 SEQUOYAH NUCLEAR PLANT (SQN) - REACTOR OPERATOR AND SENIOR REACTOR OPERATOR LICENSING EXAMINATIONS
Reference:
NRC letter to TVA dated January 28, 1991 " Reactor Operator and Senior Reactor Operator Licensing Examinations" The purpose of this letter is to document TVA's verbal request to reschedule the SQN reactor operator and senior reactor operator licensing examinations from the week of May 6, 1991, to the week of August 19, 19911 to document NRC's verbal concurrence with rescheduling the licensing examinations; and to confirm shipment cf the examination reference material requested by the reference letter.
During a March 5, 1991, telephone call between M. J. Lorek, SQN Operations Superintendenti C. T. Benton, SQN Operations Training Manager; and R. D. McWhorter, NRC SON Chief Examiner, TVA requested that the licensing examinations be delayed, TVA indicated that the reason for the delay was associated with the recently implemented SQN Simulator Certification upgrade.
The upgraded SQN simulator model was first availabla for use by the Operator Training Section on February 25, 1991.
Assessment of the impact of the modeling changes on operator training programs has been ongoing since that time.
The new model, which provides more realistic information and indication to the operators during training scenarios, responds to some scenarios and actions differently than the old simulator model.
TVA conciders that the delay in the licensing examinations is warranted to provide " fine tuning" of the operator training programs and to allow adequate time for the operators to become accustomed to the responses of the new simulator model.
NRC concurrence with this delay in the licensing examinations was provided in a March 6, 1991, telephone-call from Mr. McWhorter to-Mr. Benton.

U.S. Nuclear Regulatory Commission MAR 281991 The referenced letter and its enclosures identified specific reference material that was required to be submitted to NRC by March 4, 1991, based on administrating the examinations in May.
This reference material is needed to support NRC's preparation for administering licensing examinations.
This letter alsa confirms that the subject material was shipped :ommercial carrier to L. L. Lawyer, NRC Region 11 Operator Licensing Section 1 Chief, on February 25, 1991.
Additional reference materini, which was requested by Mr. Lawyer in a February 28, 1991, telephone call to Mr. Benton was shipped commercial carrier to Mr. Lawyer on March 1, 1991.
It was agreed during the March 5, 1991, telephone call that the NRC would retain the reference material already submitted.
Based on the August 14 examination date, appropriate revisions to the reference material would be proviced to NRC by June 17, 1991, consistent with the requirements of the reference letter.
