DEFUELING EMERGENCY RESPONSE PLAN

Gentlemen:
Public Service Company of Colorado '(PSC) submitted a proposed Defueling -Emergency Response Plan (DERP) for NRC approval in Reference _(1).
This plan was a rewrite of-the Radiological _ Emergency Response Plan (RERP) and deleted offsite emergency response capabili tie s.-
The NRC granted an exemption from the provisions _of 10CFR50.54(q) which raquire offsite emergency: response planning for Fort. St. Vrain (FSV), and approved the DERP for implementation in Reference-(2).
The requir.ements of the FSV DERP will be implemented on March 29, 1991, As a result of this implementation, the Forward Command Post (FCP) _ emergency response facility in Fort Lupton, Colorado, will no
-longer be maintained by PSC.
Consequently, the.
Emergency Notification System (ENS) and Health Physics Network (HPN) telephone lines at the FCP may be removed by the NRC at your convenience.
In-
- addition, the Shift Supervisor's Office at FSV has been permanently relocated to the Control Room. Therefore, the ENS line in the old Shift Supervisor's office is no longer necessary and may also be removed.
