P ENCLOSURE 1 BROWNS FERRY NUCLEAR PLANT - UNITS 1 AND 3 CABLE TRAY SUPPORTS CORRECTIVE ACTION DLAN Concerns were raised regarding the impact of cable tray overfill and t-cessive application of fire retardant material (flamemastic) on the seismic qualification of cable trays. In respon9e to these concerne, TVA devolcped an interim program to evaluate Unit 2 and common cable trays and supporte necessary to support Unit 2 operation and those non-essential supports whose i

failure could effect systems or componente essential to Unit 2 operation. Thc long term evaluation of the Browns Ferry cable trays and supports seismic qualification will be covered under the NRC staff's program for Seisti.ic Qualification of Equipment in Operating Plants (Unresolved Safety Issue A-46).

A combination of field walkdowns and calculations was used to evaluate cable j

$ trays and supports. This program was submitted by TVA letter, dated May 2, 1986, and supplemented by letter, dated April 8. 1987 HRC concluded in their February 5, 1987 Safety Evaluation that the interim evaluation was acceptable and that plant restart would be permitted pending TVA's completion of identified modifications and verification that the interim acceptance criteria had been met. These conclusions are also reflected in Section 2.2.2.7 of NUREG-1232, Supplement 1, dated October 24, 1989. TVA notified NRC of the completion of this program by letter, dated September 12, 1989. Implementation of this program was reviewed by URC as documented in Inspection Reports 89-32, dated November 8, 1989, and 89-42, dated February 26, 1990.

TVA has determined that the issue of the seismic qualification of Units 1 and 3 cable trays and supports will be implemented, in accordance with the Unit 2 criteria and implementation precedent, prior to the restart of Units 1 and 3. Long-term operation of Units 1, 2, and 3 will require compliance with the final resolution of criteria and schedules associated with the generic resolution of USI A-46. TVA may re-evaluate this program upon issuance of the NRC Safety Evaluation of the SQUG generic implementation procedure and determine the need for any further action relative to restart.
