Dear Mr. Reyes:
This letter is submitted in follow-up of our earlier response '(W3F1 0102, dated February 11,1994) to the NRC's December 21, 1993 request for additional information regarding Generic Letter 92-08.
In our letter W3F1-l 94-0102, we stated that within 30 days of Waterford 3's receipt of NUMARC's l.
established final scope of the generic test program, Waterford 3 would provide a description of the selected corrective action (s) and a schedule for implementation. On April 19, 1994, Waterford 3 received a facsimile of j
a letter from the Nuclear Energy Institute (NEI, formerly NUMARC).
In that l
letter, NEI indicated that out of scope applications had been identified for potential testing but further generic testing at this time is not prudent.
Consequently, the final scope of NEI testing has not been established.

As described in W3F1-94-0102, Waterford'3 has only seven applications of l
Thermo-Lag 330 in the plant. None of the Waterford 3 Thermo-Lag applications are utilized for the protection of electrical' components or j
raceways.
Each of the seven Thermo-Lag installations involve protection of HVAC ducts in which fire dampers are installed-a short distance from their

respective HVAC penetrations throagh three hour rated. fire barriers (e.g.,.
walls / floors).
Essentially, our Thermo-Lag' installations are designed to ensure that the protected duct will provide at least an. equivalent level of-i protection to that'of the fire damper.

Generic, Letter (GL) 86-10 evaluation is an appropriate method for' assessing l
Waterford 3 final actions for resolution of the Thermo-Lag issue.
Based'on the non-definitive time frame for completion of additional NEI testing and the relative simplicity of our Thermo-Lag applications, Waterford 3 has decided to proceed with analysis of in-plant Thermo-Lag. assemblies.
The GL 86-10 evaluation is currently in progress.
We have attached a copy of a flowchart for re-evaluation /re-analysis of the Thermo-Lag installations to achieve regulatory compliance, highlighting our progress thus far.
The appropriate resolution alternative (s) will be selected based on final results of the engineering evaluation (See the attached flow chart for potential alternative resolutions).
Summary results of the evaluation and a description of any corrective action deemed necessary, including a schedule for corrective actions where applicable, will be submitted to the NRC by December 15, 1994.
Current compensatory actions will be maintained until corrective actions are completed.
