In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECIINICAL SPECIFICATION (TS) CHANGE 93-18,

" REVISION FOR NORMAL ALIGNMENT TO AUTOMATIC TAP CHANGING COMMON STATION SERVICE TRANSFORMERS" In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change revises Surveillance Requirement 4.8.1.1.1.b to clarify the test requirements. This clarification is the result of the installation of common station service transformers with auto load tap changers and their use as the normal power supply for the 6.9-kilovolt (kV) unit boards. The installation of the transformers has been completed and the new alignment will be implemented during the Unit 2 Cycle 6 refueling outage. The change to the normal alignment will resolve a SQN cotanitment to NRC i.Lat corrects a potential bolted i three-phase fault current problem on the 6.9-kV unit board load breakers. This TS rev!sion is a clarification of existing requirements that are being presently maintained.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. .A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.
