This transmitt al is in response to a request by te Nuclear Regulatory Commission for a finding and det ermination on the st atus of offsite emergency preparedness planning at the Midland (Michigan) Nuclear Power Plant.
Enclosed with this let ter is an initial st atus report prepared by the Federal Emergency Management Agency (FEMA) Region V on the offsite planning completed to date at the plant.
This transmit t al also includes a preliminary review of the design of the prompt notificat ion (siren syst em) syst em at Midland. The st at us report addresses t he progress of Bay, Midlor.d, end Saginaw Counties, and the St at e of Michigan, in meet ing the int ent of 15 of the planning st ar dards in NUREG-0654 FEMA-REP-1.
The plan review was accomplished by Region V st s'f and the Regional Assist ance Commit tee (RAC).
The report represents a consolidation of Regional and RAC comment a 4xcluding t he Environmen* al Protection Agency, Health and Human Service 3,.nd the Depat. ment of Commerce. Comment s from t hese RAC members are expect ed soon.
The RAC has deferred a rat ing 'on 5 of the crit eria until t hese it ems can be discussed in conference.

TMs report has been submit ted to the Michigan Emergency Services Division with a request that it be reviewed end that a schedule of corrective actions addressing the deficiencies be provided no later than January 10, 1983.
The 'abilit y to implement the plans will be tested at a joint exercise scheduled for March 1983.
An evaluation of the exercise will be provided as soon as possible aft er the exercise.
In addition a formal certification of the prompt notification system will be supplied after FEMA evaluates the syst em under at endards it is now developing.
