Mr. Frank J.

Congel Director Division of Radiation Safety and Safeguards Office of Nuclear Reactor Regulation U.S.

Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the December 1, 1993, exercise of the of fsite radiological emergency response plans I

for the State of Kansas and affected local jurisdictions site-specific to the Wolf Creek Generating Station.

The State of Kansas and the Counties of Coffey and Lyon fully participated in the exercise.

This report was prepared by the Federal Emergency Management Agency (FEMA)

Region VII staff and copies will be provided to the State of Kansas.

No Deficiencies were identified during the December 1,

1993, exercise. However, twenty Areas Requiring Corrective Action (ARCA) were identified during this exercise.

Region VII staff will coordinate with the State of Kansas to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the December 1, 1993, exercise, the of fsite radiological emergency response plans and preparedness for the State of Eansas and the affected local jurisdictions site-specific to the Wolf Creek Generating Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological l

emergency response plans and preparedness site-specific to the Wolf l

Creek Generating Station granted on April 4, 1989, will remain in effect.

If you should have any questions, please contact Ms.
