d BALTIMORE GAS AND ELECTRIC CHARLES CENTER. P. O. BOX 1475. BALTIMOR E, MARYLAND 21203 ARTHUR F.. LUNDVALL. JR.
January 21,1983 VICC PRESIDENT SUPPLY Director of Nuclear Reactor Regulation Attention: Mr. R. A. Clark, Chief Operating Reactors Branch #3 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555
Subject:
Calvert Cliffs Nuclear Power Plant Units Nos.1 & 2; Dockets Nos. 50-317 and 50-318 Response to NUREG-0737 Gentlemen:
This letter is provided to advise you of some specific problems that we have had with the implementation of certain items required by NUREG-0737 (TMI Action Plan) and to inform you of our estimate of the impact that they have on our implementation schedules.
The Post Accident Sampling System (PASS), common to both Calvert Cliffs Units, has been taken out of sevice for vendor-recomtnended modifications and improvements. All of the PASS sampling functions are expected to be restored by June 1,1983, and in the interim we would rely on the alternate post accident sampling system which was used previous to the current PASS. Due to the relatively short interval during which the new PASS is not available, we believe that no undue hazard to public health and safety is created by this action.
The Noble Gas Stack Monitor is installed and functional. While it provides a useful indication in the event of a release of radionuclides, its performance to date has not satisfied all of the requirements of our design specificaions due to detector and other equipment problems.
We are actively pursuing these problems with the equipment vendor, and hope to have completed corrective action by June 1,1983. In the interim, compensatory measures as implemented for the short term requirements of January 1, l
1980, will be taken as previously indicated in our letter of April 19, 1982. These compensatory measures will provide adequate assurance of the protection of the public health and safety until such time as the noble gas stack monitoring system is capable of
(
satisfying all of the design requirements and Action Plan criteria.
We would also like to inform you that our previously reported problems with the containment water level monitoring system has been resolved, and the system is fully operational for both Units.

Mr. R. A. Cl rk Janusry 21,1983 We will keep you apprised of significant changes in the status of these systems until they are restored to an operational status consistent wi:h criteria specified by NUREG-0737.
