Dear Mr. O'Reilly:

In reference to R. C. Lewis' letter of September 8, 1982 concerning the Notice of Deviation on the Fire Protection Quality Assurance Program at McGuire Unit 2, the following is Duke Power Company's program which was requested in Item 2 of the referenced letter:

Before initial fuel loading, fire protection systems and features (fire dampers, fire doors, fire walls, detectors, penetration firestops, and fixed supression systems) in areas containing safety-related equipment for which design drawings were released for constraction after September 1, 1977, will be either:

(a) verified to have been installed under the fire protection quality assurance program, or (b) inspected as follows:

Fire dampers will be visually inspected to verify proper location and no obvious impediments to operation.

Fire doors will be visually inspected to verify no obvious breaches of their fire-rated capability.

Fire walls will be visually inspected to verify no obvious bresches of their fire-rated capability.

Detectors will be visually inspected to verify that the location and detector type conforms to the design.

Penetration firestops will be visually inspected to verify the firestop is intact.

Fixed fire suppression systems will be visually inspected to verify the sprinkler locations and configurations.

The intent of the above program is to address quality assurance program conformance for those fire protection systems and features installed or constructed after 1

January 1, 1978, which is Duke's understanding of NRC's interpretation of the-commitments in the McGuire Nuclear Station Fire Protection Review.

Because Duke intended that original construction would be performed to the same quality assur-ance standards as the original design, some fire protection features which were committed to before January 1, 1978, but installed after that date were not in-cluded in the fire protection quality assurance program during original construc-tion. Duke cannot verify, however, the construction dates for fire protection systems and features unless they were installed per the quality assurance program.

Duke believes that the majority of the fire protection systems and features for which design drawings were released before September 1. 1977 were constructed before January 1, 1978. The only exception to this is fire doors which will be addressed as described above regardless of the design release date.

Duke believes that the program described above adequately addresses NRC concerns about the fire protection quality assurance program and provides additional assurance of the plant's fire protection capabilities. Please call if you have any questions.
