Dear Mr. Denton:

In the Matter of the ) Docket Nos. STN 50-518 Tennessee Valley Authority ) STN 50-520 STN 50-566 STN 50-567 The purpose of this letter is to request construction permit (CP) extensions for Hartsville Nuclear Plant A and the Yellow Creek Nuclear Plant until September 1, 1987. As discussed in our January 4, 1983 meeting with your staff, this will preclude the need for requesting unit-by-unit CP extensions and should allow TVA sufficient time to make s decision regarding the future of these nuclear plants. The existing schedule for expiration of the construction permits on these units is as follows.

UNIT DOCKET NO. CP EXPIRES Hartsville unit Al STN 50-518 2/28/83 Hartsville unit A2 STN 50-520 2/28/84 Yellow Creek unit 1 STN 50-566 2/1/84 Yellow Creek unit 2 STN 50-567 2/1/85 As you are aware, these units are presently in a deferred status.

Deferral does not mean that these projects will be cancelled but that TVA is minimizing its expenditures and work efforts. TVA, of course, reserves the right to cancel these units at anytime and will advise NRC promptly if such a decision is made.

The QA program that will be applied to these plants is described in my letter you dated August 6, 1982. This QA program was accepted by NRC in an October 13, 1982 letter from A. Schwencer to H. G. Parris. This QA program covering site receiving, storage, maintenance, and inspection activities will continue to be delineated in established TVA procedures.

In addition, personnel qualification and training requirements covering these activities will be procedurally delineated to ensure proper implementation.

Mr. Harold R. Denton January 21, 1983 Also, TVA has established a tracking system to monitor NRC requirements and concerns (generic and otherwise) regarding these deferred TVA plants and all items of NRC interest or concern are being tracked by TVA.

However, responses to address these items will be deferred pending a decision regarding the future of these plants.

We intend to submit to you the details of our deferral plans for these plants by May 6, 1983 If you have any questions, please call Jim Domer at FTS 858-2725.
