'J DUKE POWER COMPANY MCGUIRE NUCLEAR STATION Response to IE. Inspection Report 50-370/82-32 Violation 50-370/82-32-01, Severity Level IV:
10CFR 50, Appendix B, Criterion V, as implemented by Duke Power Company QA Topical Report Section 17.1.5, requires that activities affecting quality be accomplished in accordance with documented instructions, procedures, or drawings. McGuire Electrical Separation Criteria DC-1.01 states in paragraph C.2 that "non-safety related cables may be run with Class 1E cables except that no non-safety related cable is mutually common (i.e., run with different safety channels) to redundant safety related cables."
Contrary to the above, non-safety cables 2 KC 534 and 2 KC 538 were routed in safety-related train A tray after being routed through the redundant safety-related train B tray at junction point 8757.
Response
1.
The station agrees the violation occurred as stated.
2.
Safety-related Cable 2* KC 520 was' terminated and inspected but the separation problem was not detected by the electrician or the inspector.
3.
Routine sampling inspections have been made in the Auxiliary and Reactor buildings on non-safety cables-(black) to insure.that the separation criteria is not being violated. Inspections were made on approximately 300 cables of the 3048 total cables identified. The resulting conclusion is that this was an isolated case and definitely not generic.
4.
Construction procedures have been revised to include the inspection of non-safety (black) cables which are pulled into the Auxiliary and Reactor buildings.
5.
The station is presently in full compliance with regulations in this area.
