Alabama Power Company has performed examinations of the bolts used in applicable safety-related sving check valves for Unit 2 during that Unit's seventh refueling outage.

A similar effort is currently being performed for Unit 1 during its tenth refueling outage (currently in progress).

Responses to the specific action items of NRC Bulletin 89-02 for Unit 2 are provided as an attachment to this letter. The Unit I response vill-be submitted within 60 days.of completion of inspection and-testing activities.

Vith the attached action items completed, Alabama Power Company considers this to be a full and complete response to NRC Bulletin 89-02 for Farley Nuclear Plant - Unit 2.

Attachment Unit 2 Response to NRC Bulletin 89-02 1.

NRC Item All licensees of operating reactors are requested to disassemble and inspect all safety-related Anchor Darling Model S350W swing check valves supplied with internal retaining block studs of As m specificatica A193 Grade B6 Type 410SS.

APCo Response Anchor Darling Model S350W Check Valves are 1500 lb class swing check valves with weld prep ends. The S350N model number designation was used until 1970.

Farley Nuclear Plant does not use Anchor Darling swing check valves of this specific classification.

NRC Item Iicensees should review the design of other safety-related check valves to determine if similar designs and material selection to the Anchor Darling Model S350W are used.

If so, such valves should be similarly inspected.

APCo Response Table 1 lists the Farley Nuclear Plant (Unit 2) safety-related check valves which have a design similar to the Anchor Darling Model S350W valve and have the A193 Grade B6 internal bolting. Valves from this table were disassembled, visually inspected, and the suspect internal bolting replacad with bolting of the same material having a Rockwell hardness of less than Rc26.

NRC' Item Inspection by disassembly should be performed as follows:

1.

If any of the internal bolting is to be reused, it should be inspected for cracks using surface inspection techniques. Cracked bolting shou'.d be replaced and a failure analysis performed including chemical analysis ~to confirm material type.

2.

If all suspect bolting is to be replaced with bolting of material and hardness specified, surface inspection and failure analysis of the_old bolting may not be needed unless an unexpected failure mechanism is evident.

3.

Reused and new bolting should be hardness tested for a maximum Rockwell hardness value of Rc26. Any internal preloaded bolting that does not meet the hardness requirements should be replaced by bolts of the same material with a maximum Rockwell hardness of R::26 or by an alternate material approved by the valve manufacturer.

Attachment Page 2 APCo Response rarley Nuclear Plant replaced all internal preloaded bolting in Unit 2 safety-related check valves which have a design similar to the Anchor Darling Model S350W valves and contained the A193 Grade B6 internal bolting. The bolting was replaced with a similar bolting material that had a maximum hardness of Rc26. As shown on Table 1, no stud degradation was noted upon disassembly. Additional testing was performed on the valve t-studs. No evidence of stress corrosion cracking was aiscovered using liquid penetrant techniques. As a result, no failure analysis was conducted on any studs.
