Affected Technical Specifications:

a.

Responsibility, 6.1 - Page 6-1 b.

Organization, 6.2 - pagos 6-1, 6-2, 6-2a and 6-6 c.

Review and Audit, 6.5 - Pages 6-6, 6-7, 6-8, 6-11, 6-12 and 6-13 B.

DISCUSSION 1.

The requestad change revises Section 6 of the Grand Gulf Nuclear Station (GGNS) Technical Specifications (TS), Administrative Controls (specifically -TS 6.1, 6.2, and 6.5).

TLo revision remover aferences to the title, "GGNS General Manager" and replaces it with a o position title, " General Manager, Plant Operations".

2.

Entergy Operationn, a wholly-owned subsidiary of the Entergy Corporation is the system-wide nuclear operating company for Enter.gy.

Entergy operations in-the licensed operator of the GGNS facility as well as Waterford 3 and Arkansas Nuclear One, Units 1 and 2.

'he purpose of the title change is to provide position title consistency between the nuclear facilities operated by. Entergy Operations, Inc.

C.

JUSTIFICATION The proposed change to the Administrative Controls section involves only the assignmont of a ne6 title to a-nucicar manager. The scope of all responsibilities currar.tly applicabic for the "GGNS General Manager" remains unchanged; that is, no responsibilities have been deleted and none have been added. The.same ind:<idual currently holding the affected position will hold it after the title change.

The qualifications of the position are not affected by the proposed change.

Since the change is administrative, there is no alteration to the existing facility or its operation.

In addition, the proposed change preserves all assumptions and results of the safety analysea ~ 'ained in the GGNS Updated Final Safety-Analysis Report.

D.

NO SIGNIFICANT HAZARDS CONSIDEMATIONS Yhe-proposed amendment would revise the TS by changing the position title of "GGNS General Manager" to " Genera 1' Manager, Plant Operations". The pu'rpose of 'the pcopoued change is to provido position title consistency within Entergy Operations, Inc.

. to GNRO-91/000$0 3

4 The Commission has provided standards for determining whether a "no significant hazards consideration" exists as stated in 10CFR50.92(c).

A propos3d amendmaat to ar. operatit, license involves no significant hazards considerations 1 operation of the facility in accordance with the proposed amendment would not:

(1) involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) create the possibility of a new or dif ferent kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

Entergy Operations has evaluated the no significant hazards considerations in its re+ at for a license amendment.

In accordance with 10CFR50.91(a).

Entergy (

. rations is providing the analysis of the proposed amendment agait - :ne three standards in 10CFR50.92:

1.

No significant increase in the probability or consequences of an accident previansly evaluated results from this change.

a.

The r eoposed change to the Administrative Controls section involves oniy the assignment of a new title to a nuclear manager.

The scopa c( all responsibilities remains unchanged; that is, no responsibilitieu b.e s been deleted and none have been added.

Since the change is administrative, there is no alteration to the existing facility or its operation.

b.

Therefore, the probability or consequences of previously analyzed accidents are not significantly increasad.

he change would not create the possibility of a new or different kind c.

if accident from any previously analyzed, a.

As previously stated, the proposed change affects the assignment of a position title only.

This change does not affect plant configuration nor its operation.

b.

Therefore, operating the plant with the proposed changes will not create the potaibility of a new or different kind of accident i

from any accident previously evaluated, l

l 3.

This change would not involve a significant reduction in the margin of safety.

I a.

Safety margin is establibbed through the GGNS safety analyses as reflected in the TS, Limiting Ccaditions for Operations, and the l

Bases. The proposed change preserves all assumptions and results l

of the safety analyses.

i b.

The nature of the change is purely administrative, represents a j

[

change in nomenclature, and does not introduce to or delete from the TS any responsibilities, requirements or qualifications.

c.

Therefore, tFis change will not involve a significant reduction in the mar;,

of safety.

Therefore, based on ti.c 1bove evaluation, operation in accordance with the proposed amendment involv s no significant hazards considerations.
