7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-255 CONSUMERS POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 72 to Provisional Operating License No. OPR-20, to Consumers Power Company (the licensee), which revised the Technical

-Specifications for operation of the Palisades Plant (the facility) located in Covert Township, Van Buren County, Michigan.

The amendment is effective as of its date of issuance.

The amendment approves Technical Specification provisions pertaining to dome delaminaticn (SEP Topic III-7.C); RHR system reliability (SEP Topic V-10.8); and requirements for isolation of high and low pressure systems (SEP Topic V-11.A).

The applications for the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (tne Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this action was not required since the amendment does not involve a significant hazards consideration.

The CDmmission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant l

declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

27 and December 23, 1981 (SEP Topic V-10.8); and November 9, 1981 (SEP Topic V-11.A). All of these items are available for public inspection at the Commission's Public Document Room,1717 H Street, N.W., Washington, D. C.
