The U. S. Nuclear Regulatory Commission (the Comission) has iss'ued Amendment No. 51 to Facility Operating License N'. NPF-3, issued to ibe o

w Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications (TSs) for oheration of the Davis-Desse Nuclear Power Station, Unit No.1 (the t$cility) located in Ottawa County, Ohio. The amendment is effective as of its date of

issuance.

LE l This amendment adds TSs for a Systems Integrity Heasurements Program s

and an Improved Iodine Monitoring Program.

3 T.'1e applicatio'n for the amendment complies with the standards _and requirements of the Atomic Energy Act of 1954, as amended (the Act), a'nd the Comission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations i

in l'0 CFR Chapter I, which are set forth in the license amendment. Prior I

public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
