Waterford 3 SES Docket No. S0-382 License No. NPF-38 Withdrawal of Technical Specification Change Request NPF-38-119 Gentlemen:

By letter dated January 3,1992, Waterford 3 submitted Technical Specification Change Request-(TSCR) NPF-38-119.

The subject request proposed to increase the surveillance interval from monthly to semi-annually for the Engineering Safety Feature Actuation System (ESFAS) subgroup relays. Justification for the proposed change is based on information contained in Combustion Engineering (CE) CEN-403 "ESFAS Subgroup Relays Test Interval Extension," which was submitted earlier for NRC approval.

To date, the NRC has been unable to approve CEN-403. Additional concerns associated with recent failures of Potter Brumfield relays may delay approval of CEN-403 for several years.
