AFFIDAVIT OF MELITA OSBORNE REGARDING DNBR RESULTS WITH BORON INJECTION TANK REMOVAL During the hearings conducted in this proceeding on June 7 - June 11, 1982, testimony was provided relating to the value for DNBR (Departure from Nucleate Boiling Ratio) without the Boron Injection Tank (BIT). (Tr. 734-784).
The purpose of this affidavit is to clarify that testimony.
The removal of the BIT has an impact only upon the steamline break snalyses. Westinghouse has ponfirmed that for the Comanche Peak plant, the minimum value of the DNBR remains above the 1.30 11mit for pertinent steam-line break analyses without a BIT. Westinghouse has satisfied the dose limit requirements for 10CFR Part 20 and Part 100 by stating that the DNBR remains above the limiting value of 1.30 (i.e. no fuel failure) whether or not a BIT is employed. Since the DNBR remains greater than 1.30, the margin of safety as defined in the Bases of the Technical Specifications is not reduced.
Therefore, the precise value of the DNBR is not presented or required for NRC Staff review.
