SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION REL,*.TED TO AMENDMENT NO. 59 TO FACILITY OPERATING LICENSE NO. OPR-80 AND AMENDMENT NO.
58 TO FACILITY OPERATING LICENSE NO. DPR-82 PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON NUCLEAR POWER PLANT, UNIT N05.1 AND 2 DOCKET NOS. 50-275 AND 50-323
1.0 INTRODUCTION
By letter dated September 11, 1990, Pacific Gas and Electric Company (PG&E or the licensee) requested amendments to the Technical Specifications appended to Facility Operating License Nos. DPR-80 and DPR-82 for operation of Diablo Canyor. Nuclear Power Plant, Unit Nos. I and 2.
The amendments revise the combined Technical Specifications (TS) for the Diablo Canyon Power Plaat (DCPP) Unit Nos. I cnd 2 to incorporate changes to management titles, clarify the roles of Shif t Supervisor and Shif t Foreman, flexibility for the Shif t Technical Advisor (STA) provide additional position, and correct an erroneous value of the minimum contained borated water volume of the Refueling Water 5torage Tank (RWST).
Specifically, the amendments make Me following changes in the TS:
(1) TS 6.1, " Responsibility," TS 6.2, " Organization," TS 6.5, " Review and Audit," TS 6.6, " Reportable Event Action," and TS 6.7, "Saf ety Liu.it Violation," are revised to change all references from Vice President, Nuclear Power Generation, to Senior Vice President and Generbi Manager, Nuclear Power Generation.
(2) TS 6.1, " Responsibility," is revised to change the initial reference from Plant Manager to Vice President, Diablo Canyon Operations and Plant Manager. All subsequent references to Plant Manager shall be understood to mean Vice President, Diablo Canyon Operations and Plant Manager.
(3) TS 6.1, " Responsibility," and TS 6.2, " Organization," is revised to change all references from Shif t Super.*isor to Shif t foreman.
(4) TS 6.?, " Organization," Table 6.2-1, " Minimum Shif t Crew Composition,"
footnote designated *, is changed to state that an individual with a Senior Operator License who meets the staff criteria for engineering expertise on shif t may fill the STA position in Operating Modes 1, 2, 3, and 4.

(5) TS 3.1.2.6, " Borated Water sources - Operating," is revised to correct an 5
administrative error.
Previously, this TS required, for Units 1 and 2, Cycle 5 and af ter, that the RWST have a minimum containeo borated water volume of 50,000 gallons.
These amendments change this to the correct value of 400,000 (allons.

~2-2.0 EVALUATION The licensee :tetes in its September 11, 1990 trplication that changes (1) and (2),abovetre administrative in nature, and reflect organizational changes in the licensee's Nuclear Power Generation Business Unit. Specifically, the managen,ent title changts (1) from Vice President, l'uclear Power Generation,)to Senior Vice President ani Gcncral Manager, Nuclear Power Ger<eration, and (2 from Plar,t M6 nager to Vica President, Diablo Canyon Operations ar,d Plant Manager, are a port of the licensee's continuing effort to improve the effectiveness, efficiency, and safety of Diablo Canyon optrations, and are purely administrative. On this basis, the NRC staff finc's these changes 10 be i.cceptcble.
The licensee indicates that chcngt (3), aboyc, in which thc title " Shift Surcrvisor" in TS 6.2.2.a is changed to "Shif t foreman

Based on this, the NRC staff finds this change to be acceptable.
The licenste states that change (4), above, revises the SiA manning requirements and allows thc licenste cdditional flu'bility in shif t rcanning, while mecting the NFC qualificbtion criteria for the STA position. becouse thc hRC criteria for naintaining engineering expcrtise en shif t will be nt, this charge is acceptabic to the kFC staff.
Change (5), eboyc, corrects an error in thc n.inimum volume of borated water required to be maintained in the refueling wattr storage tunk (RUST).
This change, frem 50,000 gallons to 4CC,000 cellons is acceptable to the NRC staff because it requires the faciliy to r.u.t the design basis requirements for borated water.
In sui:rary, the hRC staff hes reviewcd the licensee's basis for thc propcsed eter.ges to the Ccrubined Technical Specificetions for Diablo Canyon Units 1 and 2 and finds them acceptable.
3.0 ENVIR0fMENTAL CCh510EPATION These crendments involve (1) charps with respect to the instellation or use of a facility component located within thc restricted area as defined in 10 Cff Fart 20 or change a surveillance requireucr.t, and (2) changes in adrainistrative procedures or requirements.
Thc staff has determined that the amendachts involve no significant increase in the amounts, and no significent charge in the types, of any effluents that raay be releastd offcite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that the amendments involve no signiticant hazards consideration and there has bcen ro public ccnaent on such finding. Accordingly, these amendments raett the eligibility criteria for categorical exclusien set forth in 10 CFR 51.22(c)(9) and 51.22(c)(10).

4.0 CONCLUSION
The Commission has proposed to determine that these amendmente involve no

significant hazards consideration. The proposed determinatio.. was ptblished j
in the Federal Register on November 14,1990 at 55 FR 47575. No public comments or requests for hearing were received.
The NRC staff has concluded, based on the considerations discussed abose, that (1) there is reasonable assurance that the health and safet 3
will not be endangered by operation in the pro)osed manner,y of the public and(2)such activities will be conducted in compliance wit) the Commission's regulations, and the issuance of these amendments will not be inimical to the common defense and ' security or to the health and safety of the public.
