MOTION OF DECEMBER 10 WHICH REQUESTS LEAVE TO FILE A REPLY TO WE,ST BRANCH'S REPLY TO LICENSEE'.'S MOTION OF DECEMBER 1 West Branch Conservation Associ'ation urges the Atomic Safety aind Licensing Board to deny Licensse's motion of December 10.
We could go back and forth forever if the

WBCA wanted to participate in the conference call.
We do not know who set the" hour.

WBCA was not consulted regarding the rewriting
~ of it therefore we assume it is a Board contention that will be. addressed even if it does not follow our original offering.

There is no compelling reason why it should be struck from the case, nor have Licensees given any reason other than 2
the f act that WBCA has withdrawn from it because it no longer resembles the original contention and is not now within the 1
limited capabilities of WBCA.
Especially since we have no access to the data which the Staff and Licensees have.
On December 2 WBCA was advised of a conference call attempt for December 3.
When that did not happen at a time
,BCA could attend, at 10:15 AM we were told to answer by mail W
which we did on December 4.
On December 14 at 4 PM WBCA received Licensees motion of December 10. We reply to it on DecemMr 15. We

are as prompt as possible. We are feeling hhrassed by the.
Licensees and we urge the Board to note that the new motion contains no new grounds, information or position. Its 9
denial is the best response to the motion of December 10.
