Revision to Technical Specification Section 6.0 - Organization and Position Title Changes Gentlemen:
The purpose of th's letter is to transmit an application for amendment to Facility Operating License No.
NPF-42 for Wolf Creek Generating Station (WCGS), Unit No.
1.
This license amendment request proposes revising Technical Specification ' action 6.0 to reflect changes to Wolf Creek Nuclear Operating Corporation (WCNOC) organization and position titles.
Attachment I provides a description of the amendment along with a Safety Evaluation.
Attachment II provides the Significant Hazards Consideration Determination.
Attachment III provides the Environmental Impact Determination.
The proposed change to the Technical Specification is c
provided as Attachment IV.
In accordance with 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated Ka.1sas State Official.

The purpose of the proposed Technical Specification changes is to revise Section 6.0 to reflect an organizational change and various title changes in the Wolf Creek Nuclear Operating Corporation organization.
Evaluation The title of Vice President Nuclear Operations in Technical Specification Sections 6.5.1.6, 6.5.1.7 and 6.5.1.8 is being changed to Vice President Operations.
This title change is administrative in nature and does not represent any change in reporting relationships, job responsibilities, or overall organizational commitments.
The title of Plant Manager in Technical Specification sections 6.1.1, 6.2.1b., 6.5.1.1, 6.5.1.6, 6.5.1.7, 6.8.1, 6.8.2 C.8.3, 6.13 and 6.14 is being changed to Director Plant Operations.
ihis title change is administrative in nature and does not represent any change in reporting relationships, job responsibilities, or overall organizational commitments.
Technical Specification 6.5.1.2 on Plant Safety Review Committee (PSRC) composition is being revised to reflect title changes as shown in Attachment IV.
The changes include the title of Health Physicist being changed to Manager Radiation Protection and the title of Chemist to Manager-Chemistry.
Additionally, in Section s.12.1 the title of Site llealth Physicist is being changed to Manager Radiation Protection.
These title changes are only administrativn in nature and do not represent any change in reporting relationships, job responsibilities, or overall organizational commitments.
The title of Emergency Planning Coordinator in Technical Specification Section 6.8.3c.
is being changed to Manager Technical Services.
This position has assumed additional job responsibilities and personnel which includes corporate radiological services and corporate document services.
Functions performed by the corporate radiological services group includes support of the Radiological Emergency Preparedness Exercise, administration of the Radiological Environmental Monitoring Program and chemistry and health physics interfaces and support as required.

change increases management effectiveness by the consolidation of several departments with similar responsibilities.

Based on the above discussions and the considerations presented in Attachment II, the proposed changes do not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis reports or create a possibility for an accident or malfunction of a different type than any previously evaluated in the safety analysis reports or create a possibility for an accident or malfunction of a different type t.han any previously evaluated in the safety analysis report; or reduce the margin of safety as defined in the basis for any technical specification.

- The proposed -changes would revise Technical Specification Section 6.0 to reflect an organlaational change and various title changes in the Wolf Creek Nuclear Operating Corporation organlaation.
Standard 1 - Involves a Significant increase in the Probability or Consequences of an Accident Previously Evaluated i
The proposed changes do not involve a significant increase in the probability or consequences -of an accident previously evaluated.
These changes involve an administrative change to the WCNOC= organisation and to position titles and as such, have no effect on plant equipment or the technical qualification of plant personnel.
Standard 2 - Create the Possibility of a New or Different Kind of Accident frous any Previously Evaluated The proposed changes do not create the possibility of a new or different

These changes are administrative in nature and do not involve any change to the installed plant systems or the overall operating philosophy of Wolf-Creek Generating Station.

10 CFR 51.22(b) specifies the criteria for categorical exclusions from the

requirement for a specific environmental assessment per 10 CFR 51.21.
This amendment request meets the criteria specified in 10 CFR 51.22(c)(9).

Specific criteria contained in this section are discussed below.

As demonstrated in the Significant Hazards Consideration Determination in Attachment II, the requested license amendment does not involve any 1
significant hazards considerations.
(11) there is no significant change in the types or significant increase in the amounts of any effluents that may be released offsite The requested license amendment involves no change to the facility or operating procedures which would cause an increase in the amounts of effluents or create new types of effluents.
(iii) there is no significant increaso in individual or cumulative occupational radiation erposure The nature of the changes is administrative and does not require additional exposure by personnel nor effect levels of radiation present.
The proposed change does not result in significant individual or cumulative occupational radiation exposure.
Based on the above it is concluded s t there will be no impact on the environment resulting from this change and the change meets the criteria specified in 10 CFR 51.22 for a categorical exclusion ':om the requirements of 10 CFR 51.21 relative to specific environmental assessment by the Commission.
